IF and only IF you don't have RAW files
3
If you don't have raw files, with some work the image can be improved a lot but will always have some moire problems at least in luminance.
The quickest thing you could do is to create a color layer and then using the brush tool in photoshop, select the color of the suit (you might want to pick the color multiple times for different areas of the suit) and brush it in. As I wrote above, this does a good jobe on the color but the luma is still bad and I don't see how you could get rid of the luma moire. To get rid of that luma Moire, I hope you have the RAW file. It only took me a few minutes to make a big improvement in the color (I was not overly careful and only picked one color for the whole suit -- this was a test).
Starting with a blank COLOR layer and then picking the suit color and brushing it in

That is Moire and not Newton Rings.
Hopefully, you shot in RAW (or cRAW). The best program for fixing them appears to be DXO PL4 with DeepPrime with the moire option). It appears to use a sophisticated (AI?) algorithm that can get rid of moire without losing detail, but it has to have the RAW file.
DXO also has a new RAW converter independent of PL4 but I don't know how it works are moire.
To fix moire well, you need to start with the RAW file. These more sophisticated conversion programs need the raw samples of the individual color filters (i.e. RAW). Once the color filter samples are converted to "pixels" critical information is lost and all you can do is desaturate and blur the image with some hope of getting some of it back.
You can download DXO PL4 for free for a trial period. It it amazing what it can do with RAW files for both noise and moire.

Any ideas of fixing and preventing this error? Is the camera and lens at fault?
The grey jacket is showing newton rings and horrible artefacts across the three photos taken in this set.
