That is Moire and not Newton Rings.

Hopefully, you shot in RAW (or cRAW). The best program for fixing them appears to be DXO PL4 with DeepPrime with the moire option). It appears to use a sophisticated (AI?) algorithm that can get rid of moire without losing detail, but it has to have the RAW file.

DXO also has a new RAW converter independent of PL4 but I don't know how it works are moire.

To fix moire well, you need to start with the RAW file. These more sophisticated conversion programs need the raw samples of the individual color filters (i.e. RAW). Once the color filter samples are converted to "pixels" critical information is lost and all you can do is desaturate and blur the image with some hope of getting some of it back.

You can download DXO PL4 for free for a trial period. It it amazing what it can do with RAW files for both noise and moire.
