That will level the camera, not the tripod. In particular, it will not help if you are rotating the camera on an axis that is aligned with the tripod, which is what most tripod heads do.

It is easier to do this with a leveling base, with a panoramic head that has the rotator at the base of the clamp rather than the base of the head.

The OP made no mention of leveling for the sake of a panorama.

It seems a lot of photographers like to spend money on stuff rather than use a tool they already have (likely in their pocket). I don't. It encourage more stuff that ends up in landfills.
