I did the obvious thing and tried both. Eye detection toggles whether eye detection AF is on or off. Simple enough. That setting only affects AF when the area is set to subject tracking. Eye Detection AF appears to be a specific AF-ON button but only for eye detection. So you could have eye detect off in regular AF - or use a non-eye-detect area like Zone, but then hold that button to engage whole-frame eye detection AF.

Actually I'm going to leave my camera set up like this, with AF-ON set to Eye Detection AF. This an interesting configuration to get subject face detection on demand but Zone or Single Point by default.
