Inexpensive 28mm lens?

Having pulled the trigger on a used M 240 (it's in FedEx's hands at the moment), I find myself with one Voigtlander lens - 50/1,5 Nokton and several old FSU lenses of variable quality - a good Jupiter 8, an ok Jupiter 12 & I-61 l/d & I-22 that are good toys.  I expect to find a nice Elmar 90/4 for the longer end of things as it's actually a great lens (had a couple back with a CL & IIIf in a different lifetime) and can be found silly cheap for decent LTM examples.

But the wider end is a different question. The camera walloped my savings so I'll be looking for as inexpensive a wide angle as possible.

The one's I've been looking at are:

Canon 28/3.5 - older, probably hazy,

Minolta 28/2.8 - white dot problem. How bad is that in the real world?

The various Voigtlanders are quite nice but out of the price range for now. Perhaps down the road when the savings has built up a bit?

Thanks!
