No, he can't. Because of testing protocols and signatures.

It is probably a lot more complicated than what DXO or C1 has to do for raw support. And a lot more complicated than some here are assuming.
Raw support for Apple is not just for Mac OS but also iOS. And the real kicker is any third party app that has access to the camera roll must be supported as well. I can’t imagine the amount of hoops they may encounter even if it is as simple as copying and pasting a few lines of code.
