Check out YouTuber 'Camera Conspiracies' if you haven't done so already - he has covered this topic. Warning, he describes his channel as a comedy channel but he does test camera features and has discovered the issue arises when using wide angle focal lengths. I think the conclusion is that there's currently no fix for this in Panasonic cameras but Olympus fixes it when using electronic stabilisation in conjuction with IBIS.
