R6- ISO Saftey Shift

I see the behavior between R6 and 5D Mark IV is different when using ISO Safety Shift and Flash. This is my setting for Night Photography.

Here are my 5DM4 and R6 settings in C1 custom mode: (C1AV)

Safety shift: ISO

Shutter speed range: 60 to 80000

ISO speed settings menu

ISO speed: 400

Range for stills: L-32000

Auto range: 100 - 3200

Min shutter speed: 1/60

Exposure Compensation on Camera: -1

I then enable the Canon Speedlite flash.

5DM4 behavior: If the ambient light is high, the ISO will be at 400 and Flash provides enough power to give proper exposure. If the ambient light is low, the ISO will go down to max 3200 to get more ambient light and then fill the rest with flash.

R6 behavior: I don't see the ISO change from 400 at all, when flash is enabled. If the flash is disabled, I can see ISO change in the range 400 to 3200 depending on ambient light. I can see the ISO change on 5DM4 with or without flash enabled.
