Is display contrast ratio directly related to brightness? Possibly mundane question.

I'm trying to understand something that may be more simple than I am realizing.

Let's say (for the sake of example) that I have a laptop with a Mini Led display that has a 3000:1 contrast ratio and 1000 nits of max brightness, and I want to make a calibration profile with a1000:1 contrast ratio as a reference for lower contrast displays. During the calibration process, if I am trying to target a contrast ratio, is it simply going to direct me to lowering the display brightness? Or is it going to do something like trying to raise the black levels?

Will this even be possible to do with a laptop display like this?
