Is any art photography simply rubbish?

We've been presented with samples of the work of several art photographers. I have failed to see much art value in most of the photos. The common rebuttal is that I haven't been trained to appreciate the art.

Okay. Serious question: Is there any work, presented as art, those who have studied art would say is simply rubish?

In other words, does studying art, art history, and art appreciation create a mental framework where one can find redeeming value in anything presented as art? Is that what art appreciation really is? Learning to find value in it rather than critiquing it?
