That is certainly a reasonable deduction. On the other hand the camera was on a gimbal head which might have vibrated in the in the vertical Direction when the shutter was pressed. It is sometimes prudent to release the camera with a cable release even on a gimbal. The gimbal has to be high quality and very stable.

What puzzled me was that the in-focus part looks good. In principle, it is possible to have vibration blur away from center only but you have to be very (un)lucky for that to happen.
