You solved it. I set everything back up. Did a few shots with IS on setting 1 and a few shots with IS off. Neither one of them produced the weird halo! Thank you so much for your help. Here’s the new photos of an extreme crop IS setting 1, IS off, and a crop like my original post. Thank you again!

Now it's time for someone to explain how the IS in your particular camera (which I know nothing about) can cause directional (almost entirely up/down) motion blur only in out-of-focus areas while leaving the focused subject - and some of the flower details above it to the right - unaffected. All at a shutter speed of 1/2000s.
