Don't know what small budget means exactly but... Sounds like the 3 camera's will be 2 individual talking heads plus a wide. Given the distances something like the Sony zv-1 should work. It is a 1" sensor but since you are in studio where you can control the lighting they should do fine. They have a mic in and clean hdmi out and can be powered indefinitely with usb power. I would route the audio into one camera with an attenuator since the focusrite is line out only.  That will eliminate possible sync issues for the live feed.  From the cameras i would go to any model of the atem switches. If you get the atem pro iso then you can record in the unit and not need obs. You can do overlays, lower thirds, and a computer feed all in the atem. You have the focusrite already but given a choice i would rather route the audio through a field recorder so i have separate audio iso's recorded with higher quality preamps than most cameras have in case i need it for the final edit.  Hope this helps.
