If this is true, why then the dominant colour tone is not always orange? It might be greenish and/or bluish at some other times.

it’s blue / green because you are inverting the orange colour. The orange is the colour of the negative which inverts to blue

This landscape is of a clear day, blue sky with some white clouds, water is bluish clear. But I cannot get rid of the dominant green.

This is a summer morning, sun rises from the ocean. It is a warm hazy scene. The digitized image has a bluish dominant tone. I did my best with ACR & PS, just cannot get rid of the bluish dominant tone.

Try using a division layer in photoshop as has been mentioned and see how that turns out
