Flash TTL problems on my Olympus

Hi everyone, I state that I am not an expert! I use the camera manually to document my work and informing myself these are the recommended settings for the shots in my field, ISO 100/200, f22, 1/125-250, macro lens with fixed focal length as close as possible to 100mm and ring or twin flash.

This is my setup, Olympus OMD E-M1 Mark II, Olympus macro 60mm, Metz 15 MS-1 flash.

Now we come to the problem, I have set the flash to work in TTL with my Olympus but the problem is that the photos are extremely underexposed, I have to open the flash settings from olympus menu and set the Metz flash to +2 to get photos with an exposure decent.

Where am I doing wrong? Being in TTL I shouldn't have these errors or am I wrong?
