Explain this Moorhen's activity?

Explain this Moorhen's activity?

While at my local water reclamation area, I noted what I thought was interesting behavior between two birds; and as I'm not a birder, I'd like someone to explain the following observation. There was this rather small, brownish bird on top of shallow water filled plants.  Then all of a sudden he/she went under water, under the weeds.  Shortly, after this, a Moorhen flew from a nearby bush over where the first bird was.  Looking closely at the area where the bird submerged, I note that the bird was in a small open hole (maybe 5-6" in diameter) in the weeds and only his/her head was out of the water.  And then the Moorhen (could have been another one or the same, don't know) again flew over the submerged birds area.  With that, I don't know where the "hiding" bird went; but it did disappear under water and there were two Moorhens paddling in the area.
