Curious on a low light lens aka Mitakon Zhongyi Speedmaster 50mm f/0.95 III

My question is specific to low light street photography.  Of course any 0.95 lens is going to be soft, and have all sorts of compromises. Still, I wish I could get a t-stop rating on lenses.

Question: will a lens like the MZ Speedmaster 50mm f 0.95 deliver more light to the sensor, to the benefit of low light scenarios ? Here's another way to ask, can a lens like the MZ Speedmaster give a lower ISO (all things being equal) ?

It's possible that a f1.2 lens (e.g., Meike 50mm f1.2) would have a better t-stop than a MZ Speedmaster at f0.95.
