Permission when photographing a minor

I had an opportunity to photograph a minor which I did not take. It would have been a nice photo of a child kneeling on a public chair looking out into street view. From the 2nd Floor. By the time I approached his parent who was nearby (5  to 10 meters) the moment was gone.

It is best to ask permission but to lose an opportunity? Or take the photo first?
