High ISOs, noise and quality

When comparing ISO capability, reviewers and most people always seem to talk about noise levels.  Am I alone in thinking that noise isn't the issue.  I can deal with and even accept noise levels.  As far as I am concerned the high iso issue is all about image degradation.  I'm just looking at some ISO3200 pics I took with my G9 and they are pretty much write offs but definitely because of the noise.  Also when comparing iso performance doesn't there need to be a standard light comparison.  I tend to use highish isos in less than perfect daylight and only rarely at night but  many comparisons I see are in dark locations.

I feel there should be a standard methodology for comparing isos but at the moment it just seems to be the gut feel of the individual and in many different light scenarios.
