Here`s a short clip I`ve made, trying to replicate your settings.

Filmed with X-T3 + XF 18-55mm f/2.8-4.0, 4K 16:9, 25P, 400Mbps, 1/50, f/2.8-3.2, ISO 1600-1250, ALL-I, F-Log, file straight out of camera.

It starts with f/2.8 and ISO 1600, aperture gets changed to f/3.2, then back to f/2.8, ISO gets changed to 1250, then back to 1600. Each setting lasts about 5 seconds, for a total of 28 seconds.

Just did a quick test, your camera has the same issue as mine. Does your camera also have the firmware 4.0?
