I had the adapter and filter tightly affixed, so clearly the seals are more so meant for dust than water.

It’s great that the shop replaced it for you.  In all fairness, there is a huge difference between weather resistance - that is, not allowing surface water to enter the camera body - and being able to resist water under pressure, which is what submerging in a river would have involved even if only for a few seconds.
