The only thing RX100M7 beats phone camera is its excellent autofocus performance even in high burst rate. Though the buffer is limited, it is extremely reliable and outperform most cameras.

Mate 40 Pro+ wins in low light photography. Low light photography is now most into two categories: Fast lens and very clear high ISO image quality provided by some high-end usually full frame or even larger format camera, remarkably Sony a7S III. And computational photography which is quickly iterated in phone markets. Mate 40 Pro+ provides very decent result in portable package. The only problem is because it is stacking you cannot use fast shutter speed to take a quickly moving object during nighttime. Post-process from camera RAW files with denoising can provide some better quality, though not convenient or comparable to the phone.

When talking about optical zoom performance I have a RX100M6 which shares the same lens with M7 and a Mate 30. I find RX100M6 to be slightly better than the Mate 30. But maybe Mate 40 Pro+ is better than it.

The real question is which is more important to you, action or low-light situation. If it is some sports then RX100M7 should yield better result, vice versa.
