The shutter is sort of like a door that is in front of the sensor. The sensor is what captures the image. The shutter controls when light is allowed to go to the sensor when taking a picture. When the shutter becomes "iffy", meaning it may be failing, sometimes it doesn't close properly and you'll start seeing part of the image looks brighter on one end. The shutter mechanism will have to be repaired at this point.

With video, the shutter doors are open the entire time and that's why there's no issues there.
