When is a photograph not a photograph?

I don't know if this has been discussed before, maybe on other forums, but as a Nikon user I thought I'd start here for some discussion.

Q. How much image manipulation or digital processing is allowed on an image before it isn't a photograph any more?

If it isn't a photograph then what is it??   How about PhArt??  (Photo Art). Do these 'creative images' need a special name?

Two differing examples below, original image and one post 'manipulation'. One with substantial changes, one with a minor change. (Hope you can tell which is which!!)
