I think you will find the a9 AF works just fine with the TC2 - I shoot almost exclusively at 840mm with my a9+200-600+TC1.4. Dn't expect to get anywhere near the same performance from the a7riv.

I find that for sharp images with lots of detail it is more important to fill the frame and get as many pixels on the subject as possible. That means getting close to the subject.

Potentially interesting option for use with an A9 but when added to the f/5.6 max aperture Sony 100-400mm GM, you are left with a f/11 max aperture. Somewhat limiting. Also, I assume any weakness due to copy variation would be accentuated. Agree that the 2xTE would be much better on the A9 vs the A7RIV.

If I still shot Canon, I'd seriously consider their R 800mm f/11 fixed aperture lens. With the dynamic range and high ISO performance of Sony's bodies and the incredible noise reduction programs of Topaz and DxO, f/11 is now a very reasonable aperture.
I've seen some excellent images with the FE 200-600mm, but the 100-400mm GM is superior. If I had an a7RIV, I'd stick with the bare 100-400mm GM and crop. IQ trumps focal length.

From my experience, the Canon 800mm RF f/11 is so frustrating to use because you can only use a small portion of the AF zone, even worse than some DSLRs. I was perpetually missing shots when I had the eye/head of the bird out of the frame of AF! I think the EF 100-500mm is a better fit for the OP if he were to choose Canon.
