Is there any way to get a Sierra partition on a Mac running Catalina?

Hi

I have a late 2017 MacBook Air running Catalina. I want to make a small partition (say) 50gb to run one particular bit of software that won’t run on anything after Sierra. I’m pretty sure my MBA actually shipped with Sierra but I understand that once I’ve ‘upgraded’ to High Sierra and onwards something has been done to the formatting of the HD that stops me doing this.

Short of a clean install of Sierra on the whole HD is there any option that will let me do this. I’d add that I have tried to install Sierra on a 128gb USB but no joy as I still get the same message saying effectively that my machine is too old!

Any help would be greatly appreciated,
