How to correct streaks in scanned slides?

How to correct streaks in scanned slides?

A 35 mm slide I have scanned has shown some streaks of light which I assume were 'baked' into the slide by the development process. Slides taken immediately before and after on that film roll do not have this defect.

I've attached a low resolution jpeg version (the scanned image is 60 MB) and seek some advice on how I can correct the defect in, say, any one of Photoshop, Lr (unlikely), Affinity Photo, Darktable, Rawtherapee, Capture One.
