D7500 owner here also... you keep mentioning price. My recommendation will be the extremely lightweight and very affordable 70-300 AF-P/VR. The OP specifically said he is hesitant even about the 200-400 because it doesn't have enough reach. So the 70-300 is pretty much irrelevant for his considerations.

And the 200-400 isn't very good at infinity.
