Nope .

The sunny 16 rules says f/16 ISO100 1/100

Which is the same lightness as f/1.4 ISO100 1/12800

So 1/4000 is not fast enough if you want to use the widest aperture, unless you use a ND filter.

I always have an ND 8 filter in my bag if needed. I would probably be using a 3' x 6' light defuser.

When it comes to environmental portraits I always arrange my subject with their back to the sun or setup in the shade (bright sun causes the subject to squint). Actually I like to arrange the subject so the sun will cause a back lit rim around their hair. I will need to wait for nice weather to do outside portraits with my A7C. I would not be shooting at f/1.4 but could be at f/1.8 or f/2.8 with my 85mm f/1.8 or 90mm f/2.8 macro G.

I understand the point the OP is making but I usually don't shoot portraits wide open (so I don't expect an issue for me).
