I was in touch with Cannon Support today. Below is the email I received back from them reassuring me that the “rattle” is part of the design.

Thank you for contacting Canon. My name is Jacob and I would be happy to help you troubleshoot the lens rattle issue you're experiencing with your new RF 70-200mm F4 L IS USM lens.

When the lens is not in use, the image stabilizer motor will disengage, and it will sit loosely inside the lens barrel. This is part of the design of the lens. If you were to wiggle or give the lens a slight shake, you will see some slight movement inside the lens and you may possibly hear it rattle. Once the lens is mounted on to the camera body and the camera is turned on, the stabilizer motor will engage and lock the lens components.

The rattle will be more pronounced if the lens is removed from the camera body before the camera is entirely shut down, so to minimize the sound you are hearing you can let the lens element re-seat into a resting position by powering the camera off and waiting at least five seconds before removing the lens.

The lens and camera have been designed with hardware and sensors to detect issues with each item. In case the lens happens to malfunction, the camera will provide an error code, usually Error 01. If you do not get the error, then everything is working as intended.
