If you're asking about the entire setup then that's a much wider question.

I work as an underwater photographer, and know many. We take photos of customers and typically use RX100, A6500, GX7 in all variants of housings, with single or dual YS-D2J or Inon Z-330 strobes. If you're talking about fine art underwater photography then the camera choice is similar to above water choices, with a nauticam housing, a WWL-1 wet lens or similar, with video lights strobes to suit.

As with most photography, it's not the equipment, but the skill of the operator that is the biggest factor.
