Upgrading from a NEX-6. A6400 or A6600?

Upgrading from a NEX-6. A6400 or A6600?

I have a NEX-6 and I'm planning on upgrading to a newer Sony. While the A7C looks intriguing, I don't need FF. For lenses, I just have the kit 16-55, the Sony E 55-210, and the Sony 35 1.8.

I shoot mainly for myself & family, not a pro. I do shoot video and the NEX-6 is pretty useless. I use my Samsung Note 20 Ultra a Zhiyun gimbal for video, it's not bad (and beats what I can get from the NEX-6). So it looks like the choices are the A6400 and the A6600. I want to spend around $2300, so I have some wiggle room.

I can get the A6600 bundled with the Sony 18-135 for around $1800, Another $400 and change would get the Sigma 16 1.4

Or I can go with A6400 body only, Sigma 16, and Sony 16-70 F4 for a little more.

It seems like a lot of people on here were underwhelmed with the A6600. If I go with the A6400, what am I giving up other than IBIS? Is IBIS worth the extra $500?
