Unless you look for used, your cost goal is a bit unrealistic, I’m afraid.  Cheap, stable, compact — pick only two of these.

For a gimbal, I assume that you mean a servo-stabilizing type of gimbal, in which case you might post in the video forum for a better response.  For that as well, your budget seems a bit low to me.  I personally would not not be satisfied with less than a DJI RSC 2.  There are lower cost ones available, but I’m not sure about suitability to your specific needs and camera/lens rig.
