Does a photo need to confirm to a specific genre or category?

Many forums but also photo publications or books sort photography by genre / type like sports, wildlife, landscape and so on.

But what happens to photos that cross the line of the genre? I have the feeling that they often fail to satisfy the audience, which is looking for a specific type of photograph.

Let me give you an example of what I mean:

Let's say you have a photo of a mountain range, taken with a tripod and all the bells and whistles for a landscape shot. But there are a few people or cars, maybe a road or buildings in the shot. So some landscape purists are put off since it's not truly natural anymore. Travel photographers might be put off, since the effort (tripod, ...) is still high. Others might argue that you should pick out a person or try to get rid of all people.
