Workflow / image scaling / printing kind of question

Hi, an advice on the below topic will be most welcome.

Let's say my objective is to take the image of 300 ppi and printable size of 15 x 10 inch and to get it printed at 30 x 20 inches.
I can just print and lose on resolution or scale up using interpolation, right? Tried it in gimp and scaled some Tiffs and jpegs up. The images created are often veeery big I find it weird but ok. I am wondering if it is better to work with RAW directly? With the  software Raw Therapee, is it possible/ better to scale the RAW image up and then export it to tiff? Does it make a noticable difference in printing? Hope someone can shed some light on this.
