Canon zoom lens predicament

Canon zoom lens predicament

I have a slightly unusual scenario and ind I'd love some advice please.

I own an Canon 7d mkii and I'm into birds wildlife photography.

My job provides me with a Canon 400mm f5.6 prime lens. I'm trying to capture a few birds flying in very low light (dusk) but I think this lens is just not capable at f5.6

If I was to buy myself the Canon 100-400 is ii lens would it make a noticeable difference? Or perhaps I should get the 300mm f2.8 and always have option to put a TC onto that later?
