Body and lens for documenting birds

Hello All. I am in a position to to purchase a new camera body, and buy a long lens (the only DSLR camera I've ever used is Canon 50D, with a basic EF-s 18-55 mm). My objective is the be able to document birds and habitats at a range of distances. I see that a typical set up for many is Canon Mark II 7D with a Canon EF Telephoto Zoom 100-400mm f/4.5-5.6L IS II. If I've estimated correctly, that setup would run at least $5000 (CAD; I'm in Canada).

I'm struggling with options in the $2-3k range. However, it seems the a Sigma 100-400mm f/5-6.3 DG OS HSM might help me bridge this gap. Any suggests for a body? Or some other lens/body combination? Thanks
