Where I think RF-S variants shows up is if a budget friendly Rebel type line is introduced. These are the cameras that will need smaller, lighter weight lenses.

I think that sums it up pretty well. Where I do slightly differ on this is that R7 owners will also need standard zoom and ultrawide lenses - they are staples of outdoor photography. On day 1 the R7 will only need to cater for action/wildlife shooters who will either be less concerned about the short end, or will already own full frame bodies for that. For occasional use in the short term, adapted EF-S lenses will continue to serve well. But looking ahead say 3-5 years it's a different story, if Canon wants people to fully commit to crop RF, they will need to do the same.
