Stock phone camera apps always limit bitrates well below what the system is capable of,   But of course the phone hardware itself has limitations

Many third party apps support changing bitrates and frame sizes.   One of the best and easy is Cinem4k .....free version has 1 min limit but great for testing.  It is in the app store.  Set it to 3840x2160 and  try 50Mbps.  And try playback and then check the recording's details  (see if it is actually 3840x2160,  then do the math with the bitrate.    Most  midrange  phones that can do 4k video, can generally handle 100Mbps 4k,  even 200Mbps 4k.   Lower-end Snapdragon devices  could struggle or not even be able to do 4k.   You could also try OPEN CAMERA app with custom settings likewise and also try setting camera2api.
