X-H1 IBIS doesn't improve stabilisation on IS lenses?

Long story short: I really wonder if a X-T2 / T-T3 + OIS lens offeres the same stability (reduction of movement) compared to a X-H1 with the same lens.

According the fuji the advantage of the X-H1 + OIS lens results in a 0.5 stop advantage over a non stabilised body + IOS lens in some cases.. Why is this?
