Unless ML offers you something you can't live without, the 200D is the better choice in about every measure. Live view shooting is much better, the sensor is better, it has a better processor, the tilt screen is very useful etc. I have owned the 200D for 2.5 years and it just gets the job done for me as a small, lightweight camera. Also, I don't see where the EF-S lenses aren't up to the demands of the 24mp sensor. I use the EF-S 10-18mm, 17-55mm, 18-55mm f/4.0-5.6, 55-250mm and the 15-85mm. They all deliver plenty of sharpness for a 24mp sensor.
IMO, the 200D is the easy choice compared to the 100D with the only up side for the 100D is it can use ML.
