Looks more like fibres/hairs except for the north-south orientation which is a little strange - might be left over from previous cleaning attempts.

Highly unlikely to me marks on the sensor filter. I might add that even big bits of stuff on the sensor are sometimes damn hard to see with the naked eye, even with loupes. If invisible in normal shooting my favourite action is to recommend doing nothing OR if it bugs you get a professional clean or learn to do it yourself, to which I'll add that, in my experience most dry forms of cleaning are ultimately a waste of time in the end learn to clean with pec pads on spatulas with ONE (only) drop of Eclipse cleaning fluid.
