Yes, there's a motor and other components in the FTZ to operate the mechanical diaphragm lever on most lenses, as shown here:

Presumably Nikon or some other manufacturer could make a slimmer, lighter and less expensive "FTZ Lite" adapter without this feature, but it would then only work fully on Nikkor E and other lenses with electronic diaphragm operation.
