To "freeze action", you need a fast shutter speed. To get a fast shutter speed, you should ideally have a low F-number.

Zoom lenses tend to have higher f-numbers, other than the more expensive ones which are still at a not very low f2.8

So you're in a not ideal situation, where you can:

- use a prime lens at f1.8 or so, and get a fast shutter speed and less blurred shots

- get a 2.8 zoom lens

- get a slower zoom lens

HOWEVER, this should be less of an issue if you are taking photos in bright sunlight. So that might save you.
