Is this a bug in EOS RP firmware?

I just tried shooting pictures in HDR mode a few hours ago.

I had image quality set to RAW, no JPEG (my default setting). I went to HDR Mode menu and changed "Adjust dyn range" from "Disable HDR" to "Auto". I then shot one picture, camera took 2 (or more ?) exposures, combined them and saved as JPEG. Everything as expected so far. Camera then switched back to "HDR Mode Disable" and I assumed I am back to shooting RAW

HOWEVER my image quality remained at JPEG L (I didn't find out until I got back home). Is this correct? I would expect it to go back to RAW.

Another way to reproduce (you don't even have to shoot any pictures in HDR): make sure your Image Quality is set to RAW. Navigate to HDR Mode and switch "Adjust dyn range" from "Disable HDR" to "Auto" and back to "Disable HDR". Check your image quality - it is now set to JPEG L.
