PC won't recognize NVMe memory board

I have a Samsung 1TB NVMe m.2 board that works but has been formatted. I want to clone Win OS onto this board using cloning s.w.

I have two Win 10 laptops. I put the NVMe into an enclosure and connected it to the first laptop via a cable. The memory is recognized as storage. No problem here.

When I connected to the second laptop, the memory is not recognized. I tried different ports & cables, but it didn't help. The enclosure is shown on the device page, but that's all. The laptop is fairly new and in good working order and Win 10 is up to date.

Any ideas why the second laptop won't recognize the NVMe ?
