Should I make my own icc paper profiles?

People in my local camera group give conflicting advice as to whether making my own icc paper profiles is worthwhile.  The X-Rite device costs close to $500, too much to just buy and experiment with.

One experienced printer says that the only way to get a meaningfully better profile than the manufacturer supplied one is to use a really expensive ($2,000+) device that reads hundreds and hundreds of color patches. Anything less is basically not going to matter according to him.  Another equally experienced printer who makes his own profiles says that his icc profiles  from the X Rite device are much better than the manufacturer supplied profile.

I'm wondering if anyone here makes his own profiles and could comment one way or the other.
