How Would Lower-Resolution Work?

As some of you know, I'm debating whether to pull the trigger in an A7R4 (thanks to all who've offered advice!).  Despite pooh-poohing this concern, I must confess that when I realized the R4 outs out 120MB files - the exact same as the 100MP media-format Fuji GFX, btw - it gave me pause.

Almost every review has suggested that Sony should allow smaller file options.  Honestly, I think 45MP would be perfect most of the time.  Yet, I wonder how this would actually work?  How do you capture, say, 75% of RAW image information without having the camera make some judgments about what's worth keeping, and what can be thrown away?  I get this wit a JPEG, but I can't quite get my mind around it with RAW. Is this really a "simple", obvious fix Sony should make via firmware?
