It's not clear which camera you are referring to, but in my opinion there are no sub-par cameras in the current line up, just different models with different features to suit differing desires and affordability criteria. Furthermore, I doubt in a 'blind' viewing that any of us could tell their outputs apart when using the same lens.
The X-E series of course... it never comes to the market with exciting features. It is just a solid camera but never exciting. Size is it’s main feature.
Well, it is an exciting camera for me! It get as much use as my [exciting] XT4. Its exciting features for me are style, IQ and minimalism. This is a relative, not an absolute set of opinions.
I own and use the X-E3 as well. It’s great. But it’s big feature is it’s size. I’m not anti X-E at all, but it is never a cutting edge product. It has been on the cutting room floor twice now... that does not bode well for IBIS unless Fuji really wants to make a splash this time around.
So we have a midrange product that doesn't sell a lot that Fuji has tried to cancel twice. It has a small but it seems a loyal following - which it seems the loyal following likes the fact it is small and compact. IBIS shrunk to fit into this body without increasing the size will be a fairly expensive development and into a product that doesn't sell well from the get go so to recover cost - the NRE will have to be made up over fewer units.
I would suspect Fuji changed courses based on feedback for a small but loyal following for the XE to keep them buying another Fuji. The release of this camera - even if it actually makes it this time - will be interesting. Is it simply to update the XE series to the XTrans VI 26 MP sensor and new processor with better AF, maybe a little bigger buffer. That might be a sufficient update to keep the XE loyalist happy. After all on the Fujifilm site the world they use to describe the XE is "Minimalism." From the site.
