Will the X-E4 have IBIS?

What makes you think the 27mm will be the kit lens? It never has been in the past.  I think you guys will be very disappointed if you expect WR and IBIS in this camera.  We are lucky Fuji rescued the X-E series at all... its resurrection will not suddenly make it a flagship for Fuji.

If I had to choose between an X-E4 with WR but no IBIS or the X-S10 with IBIS but not WR then I'd certainly pick the X-E4. Since I like hiking which is pretty much a daytime activity the WR feature seems much more useful to have than IBIS.

This is what people have to understand.  There are so many people who still never use ibis because they photograph in the daylight only.  Additionally, many people do not photograph unless it’s a nice day.  To some of us, these features are must haves... to others, they do not care.
